Israeli Green Building Standard

​The Israeli Green Building Standard ('Buildings of Lesser Environmental Harm'), Standard 5281, was extensively upgraded and expanded in 2011, as part of a comprehensive cooperation between the Ministry of Environmental Protection, the Standards Institute of Israel, the Ministry of Interior, Ministry of Building and Housing and the Israeli Green Building Council. As opposed to the old standard, which only referred to residential and office buildings, the revised version defines seven different standards for varying types of buildings: residential, offices, healthcare institutions, public, commercial, education and tourism buildings. Two new chapters are expected shortly: industrial structures and residential neighborhoods.

 

The renewed 5281 standard encompasses nine main issues that are pertinent to every green building: energy, land, water, building materials, health and welfare of building users, waste, transportation, building site management and innovation. Each of the issues is divided to sub-categories that include rating and assessment criteria, and the score is determined in accordance to the project's compliance with the detailed requirements. A building is deemed a 'green building' if it has met the minimal requirements for each of the categories, and a number of additional preconditions addressing the minimization of the building's environmental footprint. Beyond the minimal definitions, the standard has five levels, ranging from one star to five quality stars. The certification and rating system is easily applied, in accordance to international standards, such as the American LEED, British BREEAM and the Australian Green Star.

 

The Israeli Green Building Council (ILGBC) had developed general and technical manuals (in Hebrew) which detail each of the types of standards, and provide guidelines for their implementation.
